it's easier if we think about the "opposite" scenario the question is asking about the probability of 0-14 transports carrying a droid. but if we consider the opposite scenario (the probability of all 15 transports carrying a droid) the calculation is much easier. probability of one transport carrying a droid = 0.65 (given in the problem) probability of two: (0.65)(0.65) so for 15 droids, multiply (0.65) by itself 15 times. then, it's (1 - that probability) since we want the opposite scenario (14 or fewer droids)
