all the answer choices have t ≤ 40 because the # of tarts must be less than 40. so I'm going to focus on the other inequality which describes the # of apples if each tart needs 1 apple, then (t) tarts need 1*t apples same logic with the pies. each pie needs 8 apples ----> (p) pies need 8*p apples sum these up, and set them less than or equal to 184 apples. this should lead you towards the correct inequality, and thus the correct answer choices
