First u wanna make times 13 percent a decimal
\[13\div 100= 0.13\]
Now multiply

\[0.13\times 4= 0.52\]
0.52 is the amount Tom used



\[0.6 \times 4= 2.4\]

2.4 amount Lisa used

Now multiply

\[0.12 \times 4= 0.48\]

0.48 is the amount jane used
