ok so after the colonies had declared independence from Britain, they made the Articles of Confederation. Under these articles, the states had more power than the national government. The government couldn't collect taxes, it had no court system, it couldn't regulate trade, there was no executive branch. Pretty much, it was a hot mess

since it was not working, a whole group of men met in Philadelphia at what is called the "Philadelphia Convention" and wrote a new form of government. we are going to eliminate options B and C now if the Articles of Confederation made the central government too weak, then they needed to take back some power from the states. These people who created this idea were the federalists. the anti-federalists were people who opposed the Constitution. They felt they were controlled way too much under the British king, and that their rights were violated (BIG HINT) so they did not want to ratify the new Constitution unless they were guaranteed protection. so does A or D match what i just said?
