Well, If 2 was placed there It would be 4+1<5 In that case, it doesn't say 5=5 so It would have to be 1 Because one is 2+1<5

this is an inequality so to solve for x, they subtract 1 from both sides and are left with 2x<4 then divide by 2 it could be more than 1.....
