So it seems to be more than just a few political people, or intelligent people. so Therefore I would put power distributes among a few groups

Well, idk why you picked that one. That is the most obvious incorrect answer it seems a bit out of context because in a model of power elite, intelligent people don't usually have power (just in general). Most common cases of power are economic, political, social, reasons. B is political and C is Social.

It has to do with the people in power being elite. So because the very definition of elite is very few people we can safely assume that the answer will be c. This is because the power would be influence and the few would be elite.
