Do you have answer choices? 
If not, I'd say maybe a website with facts on the political system. You would just have to select the correct time frame. You could also get a history book and see if there is a section about the political state during the Civil War. I'd also say maybe books written about the Civil War time frame and try and gather any information you can from there.
