Ok so we are going to be able to get rid of options B and D. From A and C what are you thinking? Idk how much you know about Cyrus the Great, but he did create the first Persian Empire, known as the Achaemenid Empire. He created an amazing empire,probably one of the best there was. His empire actually influenced government structure for the future after his reign.
