Legislation that involves raising revenue (tax measures, typically) must originate in the House. Why? When debating the Constitution, States with large populations felt that they deserved to make those decisions. Representatives are more responsive and accountable to the people and are less likely to abuse the power of taxation. The Framers of the Constitution felt that the Senate had already been assigned too many responsibilities. Because Senators were too concerned about public opinion and would not vote to raise taxes even when it was necessary.
