Since you've figured it out, and I couldn't give direct answer. Usually it's a common Mexican thing called "Latin time", but it refers to the fact that when you throw a party and tell everyone it starts at 7PM, the first guest will show up at 8PM. Given it may seem late, but knowing if they ask at 8PM when it's officially held, they'll be behind in time of hosting the party itself.
