Well, the Declaration was when the colonists got together, and declared their independence, as the title says, from Great Britain. This document listed the many grievances against the King. The colonists used this to tell the King along with everyone else that they are leaving Britain and forming their own union. So, the Declaration was essentially their "break-up letter" to the King. From this, do you think that the Declaration was a document meant to govern the people of the United States?
