This is basically stating that the 3/5 compromise was a compromise between the North and the South which stated that 3/5 of all the slaves would be counted for taxes and representation in the US House of Representatives. This was especially important for South Carolina because South Carolina hated the 3/5 compromise but had to eventually go along with it. This was important for the US as a country because all slaves would be counted as 3/5 of a person when it came to taxes and representation.
