Good question. From personal experiences with knowing a few people, it's because if they're deaf, they often prefer not to actually talk, known as mute, because they're inquisitive about how they would sound speaking to another person. And because they're deaf, they wouldn't know how to sound out words speaking well. That's why they prefer doing ASL/ American Sign Language.
