Voca controls the smart scores basically because she has the most ss. It would decrease for sure if you were inactive. How much it would decrease just depends on how active she is

Xio it depends on how active she is. For every ss point she gets it raises the bar a bit. If that makes sense. That's just how Ultri designed the ss system
