Jeez ok, for the most part, I believe its D. Because the main reasons for getting rid of the electoral college is that it was created in an outdated America where there are only 13 states. And larger states are given more representation in the house of representatives if they have a large population. And for part b in the excerpt provided, it states how representatives are given to states based on population. So one state could have more than others. And I would go for A here because this does give representation for minority.
