Keep in mind that mass is basically the grams or kg inside of an object 
Or the amount of matter that is inside of an object 
so if you're using a balance scale, there is two parts that you can put weight on one side
and an object on the other side
 until it is perfectly balanced 
so when it is perfectly balanced, 
the side that has the weights on there 
however much weight is on that side 
will determine the amount that the object on the other side of it is
So that is why you have to make sure the weight/amount of water you have is exact.
