Actually.. they really do fly , only not through the air, it's actually the water that they fly through. Penguins have strong wings and strong pectoral muscles which help them take flight when inside of the water. Their bodies are streamlined as if for flight, so they still cut/fly cleanly through the water.There's no way they could fly in the air with such short wings and heavy bodies. So idk. Would it be considered swimming or taking flight in the water, you tell me
