Neither party disagrees with the idea of taxes. They're a necessary evil to improve infrastructure among other things. Let's look at C and D. Are either of these plausible?

Okay well C is the correct answer. Republicans by at large are in favor of low taxes for all people. This has it's benefits and drawbacks. They don't believe in taxing the rich more based on the fact that they earn more than the average person.
