You want a fraction where the page is in the numerator and minutes is in the denominator. In terms of what math to do: this means you should do: 4/9 divided by 3/5

many teachers teach people to do something called "Keep Change Flip" when dividing fractions
Doing "Keep Change Flip" changes your division problem into a multiplication problem which is easier to think about
