since the teachers instructions are saying "`your` novel or short story" ... the answer would be all up to you because YOU know what YOU typed/wrote. 
but if this helps, its offering to list two actions of the protagonist, if you don't know what a  protagonist is, it's basically the leading character of your short story/novel.

then after you listed your two actions that increases the conflict of the rising action. 
if you don't know what rising action means, it's just the top excitement part of the story.
