They will decide if she's ready to rejoin the outside world, or if she must stay in treatment. Should Esther stay for more treatment or should she go?

Im not so good at english but notice on they question how it says `they will decide if she's ready to rejoin the outside world, or if she must stay in treatment.` Who is `they` ? Personally I think she should stay in treatment to recover herself instead of just `they` saying if shes ready or not. not sure if its right or wrong forgive me ;c
