We can do so because the question is asking about reasons there would be tension between the two, so when you read that, you should think Revolutionary War and the colonies declaring their independence from Britain. When you think of these, support from British government during that time is not something you think of. I'm not sure if you've studied the Declaration at all, but do you know of any of the grievances against the King (the complaints they had as to why they wanted to leave)? These should help choose at least one of the correct answers from what is left (A,B,D).
