What are some reasons that explain why minority groups become scapegoats?

We just come up with out own answers here? Bc if so, minorities are those that are different, and considered to be outcasts. They have `less power` making it easier to blame them. Also, the minority can be defined as the group smaller in numbers. If they are smaller, they have a less likely chance of defeating the scapegoater, making them the scapegoats.
