To begin, we can eliminate options A and D. This is because it's asking for the `first` step. We can't present evidence or ask the audience to take action if there isn't even an argument yet. Now, think. When you write an argumentative paper, do you choose a side first or do you research topics that have two sides. (ex: should there be school uniforms is an acceptable topic vs. "how to tie your shoes" because it's not an argument). Which do we do first, option B or C?
