A dissenting opinion is were 2 or more judges disagree on something such as the verdict or ruling.

I think it can even be 1. It's just the minority opinion. So like in the Supreme Court, there are 9 justices. If the decision was 8-1, the majority would write their report and then the `dissenting` is the side of that one other justice. They state their thoughts and their reasoning. It's just the minority opinion tbh.
