In the set of rules Jonas was given, he was directed to tell fibs (lies). It states in Chapter 9, "8. You may lie." (Lowry 72)", and, "He had never, within his memory, been tempted to lie. Asher did not lie. Lily did not lie. His parents did not lie. No one did. Unless ...Now Jonas had a thought that he had never had before. This new thought was frightening" (Lowry 75). Jonas is somewhat confused by these rules and how they allowed him to lie. Jonas isn't a liar, he's never told many lies and has tried to be as truthfully as possible. In the community, you are told not to lie this made it difficult to believe what he was seeing in the rules. (Not 16 sentences ik,I'm working on it but am I in the right direction?)
