First we know that 200 votes were casted, joe has 23% of the votes and Al has 17% of the votes. Find 23% of 200 for Joe, and 17% of 200 for Al.Then you should get the amount of votes they have then subtract Joe from Al and you'll have the answer. Hope this helps
