So pretty much \(P(x)\) is \(f(x)\) so to make the equation it has to be in \(y=mx+b\) form so you already have \(y\), this is \(P(x)\) that makes this \(P(x)=mx+b\) 40 would be the amount of hours worked, so that would be put in \(m\) \(P(x)=40x+b\) now, since there is no given \(b\) amount, we assume that it is \(0\) \(P(x)=40x+0\) (in the real world minimum wage is what b would be) to answer the second part input \($14.50\) into \(x\) and solve it.
