Concrete details, quotes, referring to an expert opinion are a few things that can help a headline sound more believable So, something like "COVID cases fall by 20% after first wave of vaccinations, health officials say" might be more believable than "COVID cases going down"

Okay right now we are working on an argumentative essay on prisons- what i am using is a hook like for example a question "should COVID-19 be an excuse for inmates to be released early?" or like a fact for example "Prison inmate deaths are increasing due to prisons over filling with more inmates" (i hope this helps)
