How can national, state, and local governments work together to help end the Coronavirus pandemic? Which level of government should take the lead?

National government obviously has to provide for the general welfare, but it's the state and local governments that can actually do something, for example encouraging people to wear masks, getting the vaccine etc..

Not necessarily, the national government has to say something, to encourage the state/local governments to do something

Work together, I think for the enforcing policies part, the state/local governments can issue themselves, but the national government as said earlier, should continue encourage them to do something, and like... idk emphasize the pandemic threat more-?
