it appears to be a religious topic. If I recall correctly, Xipe Totec is an Aztec deity from ancient Mexico regions, tied to rainfall and other weather phenomenons.
That being said, if it's a religious topic, this is most likely depicting a religious ritual based on said legend. What are your thoughts though?
