What does the reader assume if the quote is not contained within quotation marks? -That the idea is straight out of the head of the person writing the paper -That the person writing the paper forgot the quotation marks -That the quotation is a direct quote -That the quotation is an indirect quote

The first nested quote would then be inside single quotation marks, and a quote within that quote would be in doubles. This alternating between doubles and singles would go on as far as the nested quotations go. (To keep from driving readers mad, limit your nested quotations to three levels.)
