He's gone around the world 9.6 times in 24 hours

And the Flash would have gone around the world 16 times
(because 24/1.5 = 16)

So how would they have only passed each other three times?

oh ok! yea i saw the actual solution and what they did was wrong so i changed my work and got
x/2.5+x/1.5=1
6x/15+10x/15=1
16x/15=1
x=15/16
24*(16/15)=25.6 around 25
