I would say it would be C.

A symbol in general represents something. Hope is when you have positive thoughts even when you're in a bad situation.

You could eliminate A because usually, an ocean would represent peace and/or tranquility.

You can eliminate B because usually, a crowd of people represents I guess you could say socialism, being social in general.

And you can easily eliminate D because- well- its a storm xd
