Correct! That is exactly how Hitler came to power - he capitalized on the existing Anti-Semitism in the hearts of disenfranchised Germany, and used Jewish folk as the scapegoat for the loss Germany suffered in WW1 (the Treaty of Versailles with the no standing military & all)
