Which factor has limited the impact of African American voters in presidential elections in South Carolina?

angelcook2007:

African Americans are still denied equal voting rights in South Carolina. African Americans do not affiliate with a political party. African Americans make up only about 28% of the voting population in the state. African American votes do not count as much as white votes.
