I'll respectfully disagree and say that D would not be the correct answer. The question asks how a bill would become a law, and this would not happen if the Senate and House of Representatives both vote against passing the law. I think the answer would be A, since this option involves both the House and Senate voting to pass the law, and the order makes logical sense. If the bill is introduced in the House, then the House would vote on it before the Senate, right?
