I think, since the second part of the sentence uses "they", as in "why can't they sort out paper-jams", the first part of the sentence should use "they" as well. Also, since the sentence is about technological ability, I think the best fit would be "they were able to land" "If they were able to land a man on the moon, why can't they sort out paper jams?" seems to work as a sentence, wouldn't you say?
