Once you reach the 45\(^o\) mark, that means the angle you've made is 45 degrees So if you want it to be 29 degrees, you have to go halfway between 0 and 45
Why?
What does it mean by create a 29 angle within 10
well, when you have a normal protractor you can accurately measure it but here they only gave you big numbers so you have to kind of estimate where 29 degrees would be and 45/2 is 22.5 and 29 is kind of near the middle (just slightly larger) and the "within 10" means that you're drawing doesn't have to be accurate accurate, it just has to be within 10 degrees of the correct answer

This is how an actual protractor would be. It would allow you to draw an angle very accurately like this angle which is 50 degrees
