I believe it would be (C) during the drafting stage. We can get to this conclusion by eliminating answers. During the editing stage would make no sense due to it being one of the final steps in the writing process. Prewriting is more or brainstorming and establishing who what the essay will be about (in this case it is already given). Revising would have the same issue as editing, it is in a later stage, and not for putting down fundamental parts of the essay, just alter them. Hope this helps!
