A rational number is a number which can be expressed as a "ratio" of two other numbers. For example, 1 2/3 can also be expressed as 5/3, a ratio between 5 and 3, so it is a rational number. In the case of decimal numbers, any decimal that does not continue forever would be considered a rational number. In the case of square roots, some are rational and some are not; try resolving the square root, and the result should tell you whether or not the result is rational.
