"y is greater than or equal to 1/3x" would describe everything (above or below) the line? Remember, it is *greater* than the values shown by the line, which would be.... above or below?
Also, the inequality is "greater than or *equal to*...". The "equal to" portion indicates a solid line, since the values on the line are also included. If it were "strictly greater than" or just "greater than", the values on the line would not be included, and a dashed line would be used. but that is not the case here.
