I think you are correct. In the case that the fire is too large to be put out, priority should be placed on minimizing injury by identifying an evacuation route, as you said. The other options, calling emergency services and tending to the injured, would be done *after* as many people as possible are safely evacuated. And continuing to use the fire extinguisher wouldn't make sense if you know the fire is too big for the extinguisher to handle.
