I like it. Pretty clean linework, especially on the hair. 
The splashes of green are a nice touch, but I also feel like they are a bit distracting; maybe there's a way to do the colored parts so they fits the style of the rest of the drawing more? idk

Anyway, it's a good-looking piece! My compliments to the artist :)

That is pretty cool! I think the glow-in-the-dark effect really works there. It'd be suuuuuper cool if he added the lighting/shading from the glowing sparks (because those are light sources), so that it illuminated Izuku's body, kind of like a glowstick. It's stylish. Your bf clearly has some skills :)
