If you write your essay with the purpose of reporting facts and information about Anne Frank, then the essay would be informative. However, you could write your essay with the purpose of arguing or convincing the reader of some aspect of Anne Frank or her life. For instance, if you wrote your essay to convince the reader that Anne Frank's favorite color was blue (as a silly example), then that would be an argumentative piece, since you are not only reporting on the facts, you are using them to try and sway the readers to the point of view you've chosen to write about. The key to an argumentative essay is to pick a strong stance and to try to convince your readers of that position by justifying it with facts and evidence. Considering that, I think a good topic would be--as others have said--something that you are knowledgeable about and have a strong opinion about.
