What I think census means is something to take data, or to count or observe statistics.

Census means to take data and collect it and then put it into tables and look at the data and add it. A example of a public census is the U.S.A. one which is one every american adult takes to count every person in there family and then they collect all the data and add it up to see how many people are in the USA.
