I would say "When they were founded, it was for natural and cultural reasons." I believe this is a counterpoint to the claim they create jobs, as it implies there was no economic reason behind national parks being created

It is *When National Parks were created, it was to protect natural and cultural places. They create these to preserve land and or to even keep it looking the way it looks.
