So, the equation of a circle looks like this. \(\color{tomato}{(x – h)^2 + (y – k)^2 = r^2}\) So, the center point that we are given is \((2,3)\), which would be your \(h\) and \(k\). \(\color{yellow}{(x - 2)^2 + (y – 3)^2 = r^2}\) Now, the tangent to the x-axis would be where the circle comes upon the axis, so presumably that would be \((3,0)\), which would make the radius \(2\). \(\color{lime}{(x - 2)^2 + (y – 3)^2 = 2^2}\) So now all you would do is solve what \(2^2\) is, which is \(4\). \(\color{cyan}{(x - 2)^2 + (y – 3)^2 = 4}\)
