Old question, but just in case you still need help - The innermost shell can hold up to 2 atoms (less than that = incomplete) Shells after that can hold up to 8 (less than that = incomplete) If an atom has a complete outer shell, it's generally unreactive. So you should look for the atom that has an incomplete outer shell.
