like the previous response was stating, in order to be a function, every x-value must be assigned to 1, and only 1, y-value. (it's ok if the same y-value appears multiple times, but every x can only be assigned to 1 value) look at the first two rows of the table. x = 2 is being assigned to both y = 1, and y = 4, which is why it's not a function

if you're having trouble remembering this - vertical lines are not functions if you tried to plot (2,1) and (2,4) you'd get a vertical line.
